This role sits within Coinbase Luxembourg (CBLU). The Deputy Head of Technology / Technology Governance Manager will be responsible for managing technology programs for Coinbase in Luxembourg. The individual will work with the local leads (Head of Technology, Luxembourg) and other Heads of Function across both the first and second line of defence, as well as the firm’s technology providers (primarily Coinbase Inc.), to ensure that the technology needs of CBLU are met. The role will also support the setting of service standards and policies required for successful implementation and will work with local regulatory bodies to ensure that CBLU complies with relevant regulations.
Responsibilities
- Support the operational direction and execution of the CBLU Technology Governance Program
- Identify improvement opportunities and develop cross-functional programs at the intersection of compliance, regulatory and audit
- Monitor program status, identify issues/risks, communicate issues succinctly, and proactively collaborate to ensure timely resolution
- Monitor KPIs and SLAs for IT services provided from Coinbase US to CBLU
- Partner with the Operational Resilience team and ensure appropriate testing of technology systems supporting critical and important business activities
- Monitor remediation plans when KPIs are in breach
- Team up with external and internal stakeholders (engineering, security, compliance, legal, etc.) to gather business requirements and define objectives
- Prepare regulatory filings required by the Digital Operational Resilience Act (DORA)
Requirements
- 5+ years of technical program management experience at a technology company and/or in a fintech company
- 3+ years of experience in compliance, risk management or financial services
- Experience working with regulatory frameworks or compliance regulations such as MiCA, and experience with DORA or other regulations promulgated by the CSSF or ESMA
- Proven track record in operations and/or operational oversight, including policies and procedures development and monitoring day-to-day activities
- Good understanding of how the various functions of a regulated financial services business operate (e.g. Compliance, Finance, Risk, Treasury, Audit, Outsourcing)
- Process oriented with strong prioritization skills and ability to work in a fast-paced environment
- Clear verbal and written communicator with the ability to influence senior, peer & junior colleagues regionally and globally
- Proven judgment to assess risk impact and address or escalate accordingly
- Experience building and maintaining strong relationships with regulators
- Comfortable owning problems and rolling up sleeves to deliver outcomes
Nice to haves
- Experience with global technology regulations and standards such as NIST, COBIT, ITIL, ISO27001, PCI, PSD2, MiCA, DORA
- Prior crypto experience and demonstrated interest in cryptocurrencies and blockchain technologies (DeFi, NFTs, DAOs, Web 3.0)
- Advanced knowledge of cloud computing, Google apps, JIRA, Confluence
- Certifications such as CISA or CISM

Pay Transparency
The target annual salary for this position can range as detailed below. Full time offers from Coinbase also include target bonus + target equity + benefits.
Pay Range: €157.850 — €157.850 EUR
