Team/Role Overview

Coinbase seeks a seasoned Program Manager to join the Security Programs team, leading end-to-end delivery of critical compliance and security initiatives across EMEA. You will connect regulated entities (Ireland, Germany, UK, and others) with global shared services, ensuring security standards and risk mitigation at scale. The role requires managing cross-functional priorities, coaching stakeholders to make data-driven decisions, and amplifying Coinbase's "Most Trusted" brand.

Responsibilities

  • Lead EMEA-focused security programs by designing, launching, and managing compliance tracks across multiple jurisdictions.
  • Liaise daily with U.S. shared-service partners.
  • Drive 1st and 2nd line security programs in risk, controls, operations to achieve business outcomes under MiCA, DORA, BAIT, GDPR, and local frameworks.
  • Collaborate with Information Security and Technology Risk and Controls teams to identify/manage risks and ensure compliance with SOX, SOC2, ISO27001.
  • Define and own roadmap success metrics, adoption targets, delivery milestones; monitor progress with qualitative insights and quantitative KPIs.
  • Proactively identify and mitigate cross-functional blockers with senior leadership.
  • Refine security templates, playbooks, and metrics for simplicity, repeatability, scalability.
  • Mentor and grow a diverse team of program managers and contractors across EMEA; support APAC buildout.

Requirements

  • 8+ years in program/project management, with 5+ years in security, risk, or compliance.
  • 3+ years managing and developing teams with strong leadership and coaching skills.
  • Native-level English fluency; ability to translate complex security and risk concepts for US-based leadership and engineering.
  • Experience in highly regulated ecosystems such as FinTech, payments, or financial services.
  • Hands-on managing outsourced security providers, tracking SLAs/KPIs.
  • Deep familiarity with EMEA regulatory frameworks (MiCA, DORA, BAIT, GDPR) and cyber/security frameworks (NIST CSF, SOC2, ISO27001).
  • Ability to design adaptable processes for evolving regulations.
  • Excellent communication of complex security risks to technical teams and C-level stakeholders.
  • Comfortable working in distributed, multicultural EMEA environments.

  • Broad understanding of security domains and controls, especially M&A contexts.
  • Experience leveraging automation or AI to accelerate program delivery.
  • Exposure to all three lines of defence in financial services.
  • Familiarity with crypto and blockchain technologies.
