Details

OpenAI’s Global Affairs team builds collaborative relationships with public officials and the broader AI policymaking community to inform and support the development of regulation, industry standards, and safe and beneficial development of AI tools. The Policy Development and Operations team identifies, tracks, and analyzes emerging legislative and regulatory proposals globally, coordinates development of global public policy positions, and integrates regional perspectives into company-wide initiatives. This role focuses on AI safety as a central part of the portfolio and requires close collaboration with safety systems, product, and product policy teams.

Responsibilities

  • Develop proactive policy positions by analyzing legislative and regulatory proposals and synthesizing legislative trends and regional insights.
  • Coordinate policy campaigns across regions and represent Global Affairs in company-wide initiatives (e.g., product launches).
  • Work closely with technical teams (safety systems, product, product policy, research) to translate technical safeguards into policy-relevant insights and proposals.
  • Exercise policy judgment to articulate decisions, trade-offs, and areas of alignment or disagreement.
  • Drive external policy initiatives such as thought leadership, white papers, and participation in industry coalitions.
  • Track and analyze emerging regulatory and legislative proposals globally and support negotiations on draft text and positions.
  • Manage competing priorities in a fast-paced environment and maintain clear program management across stakeholders.
  • May require frequent travel to participate in meetings and events with key stakeholders.

Requirements

  • Experience working at the intersection of technology, policy, and politics, ideally with a focus on AI safety.
  • Understanding of AI safety issues including frontier risks (e.g., cyber, CBRN, alignment) and consumer safety issues (e.g., algorithmic discrimination, fraud).
  • Experience working on technology policy in government or on private sector policy/legal teams.
  • Demonstrated ability to analyze and engage on complex regulatory and legislative proposals (analyzing draft text, developing positions, supporting negotiations).
  • Experience driving external policy initiatives (white papers, coalitions, thought leadership).
  • Excellent written and oral communication and presentation skills; experience briefing senior officials and communicating with both technical and policy specialists.
  • Strong program management and organizational skills; ability to manage diverse issues and stakeholders and scale processes quickly.
  • Sound judgment, outstanding personal integrity, and a genuine concern for the societal impacts of technology.
  • Ability to execute in fast and flexible environments through rapid cycles of analysis, decision, and action.

Location and Travel

  • This role may be based in San Francisco, CA or Washington, D.C. and may require frequent travel.

Compensation

  • Base salary range: $171,000 - $280,000 USD per year.
  • Total compensation may include equity and performance-related bonuses depending on eligibility.
