The team operates at the intersection of technology, policy, operations, security, and delivery to help public servants use frontier AI in ways that are effective, trusted, aligned with democratic values, and grounded in real-world consequences.

The team supports government agencies through secure, compliant AI tools and mission-aligned deployments, including ChatGPT Enterprise, ChatGPT Gov, APIs, Codex, and emerging frontier capabilities. It partners with government leaders, operators, technologists, and policy stakeholders to translate cutting-edge AI into measurable mission impact while meeting requirements for safety, reliability, security, compliance, and trust.

OpenAI's government cyber work brings together OpenAI for Government, Product, Research, Security, Product Policy, Legal, Global Affairs, and Communications to help trusted public-sector defenders responsibly use AI to protect government networks, critical infrastructure, and national-security systems.

About the Role

OpenAI is seeking a senior government cyber leader to serve as Head of Government Cyber Integration for OpenAI for Government. This matrix leadership role integrates government cyber work across strategy, testing and evaluation, trusted access, deployment, policy, security, and external engagement.

Product teams own product roadmaps; Research and Safety own model capability measurement and risk mitigation; Security owns OpenAI's security posture and customer security requirements; Product Policy, Legal, and Global Affairs own policy, legal, and government-affairs judgments; and OpenAI for Government owns government delivery. The Head of Government Cyber Integration owns coherence across the government cyber mission by maintaining the full sight picture, clarifying ownership, convening cross-functional groups, translating government requirements into action, and escalating cross-functional decisions.

The role provides senior support and strategic guidance to government cyber testing and evaluation, helps drive OpenAI for Government's cyber strategy, advises on trusted-defender workflows and access programs, and ensures that product, research, security, policy, and deployment decisions are informed by real government cyber missions.

Responsibilities

• Lead government cyber integration for OpenAI for Government, creating a shared operating picture across trusted-defender access, government cyber evaluations, priority customers, model and product readiness, deployment constraints, policy decisions, and communications.
• Provide strategic advice and support to government cyber testing and evaluation, including engagements with NSA, CISA, CYBERCOM/CNMF, CAISI/AISI, allied government cyber agencies, and trusted external evaluators.
• Advise on cyber strategy, priority agencies and missions, government trusted access expansion for cyber models, classified and accredited deployment considerations, senior cyber stakeholder engagement, and sequencing of government cyber opportunities.
• Translate government cyber requirements into product, research, security, and deployment priorities while working with Product/Codex Cyber, Research/Safety, Security, Public Sector Security, and deployment teams.
• Chair a regular government cyber cross-functional team, keeping owners aligned, resolving ambiguity, identifying gaps, and documenting unresolved tradeoffs.
• Maintain an inventory of government cyber programs, open questions, owners, dependencies, advisors, candidates, customer commitments, and required decisions.
• Partner with Product Policy, Legal, Global Affairs, and Safety on defensive-use boundaries, government cyber authorities, access governance, ZDR/Eyes-Off tradeoffs, customer attestations, internal governance escalations, and responsible-access framing.
• Translate cyber evaluation findings into recommendations for government deployment, access, safeguards, safety-stack expectations, security controls, monitoring, escalation, and external engagement.
• Represent OpenAI with senior government, allied, and cyber-defense stakeholders, translating between technical evidence, operational cyber needs, policy implications, and deployment decisions.
• Help identify, recruit, and onboard government cyber talent, advisors, evaluators, and partners.

Requirements

• Senior cybersecurity, cyber operations, intelligence, or national-security leadership experience, with credibility among government, industry, and technical cyber communities.
• Deep credibility with NSA, CISA, CYBERCOM/CNMF, CAISI/AISI, allied cyber agencies, and public/private cyber-defense partners.
• Understanding of government cyber missions, authorities, procurement paths, accreditation requirements, and operational constraints.
• Ability to work across cyber operations, defensive workflows, frontier AI capability, evaluations, product strategy, security controls, policy constraints, and executive decision-making.
• Ability to advise without owning every reporting line and create alignment across teams with different incentives, vocabularies, and risk tolerances.
• Ability to distinguish evaluation signal from noise, explain uncertainty clearly, and turn ambiguous technical findings into decisions about government deployment, access, safeguards, and external engagement.
• Understanding of the defensive/offensive cyber boundary and the practical judgment required for national-security cyber missions.
• Executive presence to serve as OpenAI for Government's senior cyber voice externally, combined with technical curiosity and humility.
